Singapore PR holder travel back to china enquiry

May I know the current travel arrangements for Singapore PR to visit China please? If there is special reason such as my niece has just given birth and my sister would like to travel back to china to look after her (during her confinement period), can she seek permission to travel to China? If so, how do we go about doing so?
as keep calling the hotline whole day but nobody answe.
