Will US citizen get Z visa if a China company hires, even in pandemic?

Someone said Z visa won’t be issued during pandemic, is that true?

If your employer can get the PU or TE invitation letter for you, it's possible to get the Z visa even in pandemic.

I'm not sure. They are very similar, but issued for different visiting purposes and to be determined by the issuing authority.
