Can I enter China from the Mong Cai International Border Gate?

Hello I would like to know if it's possible to re enter China from Vietnam at the Mong Chai International border gate in Dongxing, Guangxi? I do have a current valid visa but would be it possible without a pu letter? If not would I need a PU letter?
