F Visa with goverment invitation

I am a dutch citizen who live in Ukraine i work in China and have a visa multiple visa till 12-08-2020
I have a Chinese Government invitation and try to get i contact with the embassy to get information what kind of documents i need more to get a F visa but nobody pick up the phone is there some possibility to get this information . its a 12 hour drive and i want to be prepared
