visas business for china

DearI am national foreigner from madagascar, and resident in dubai i was in china before and every month since 11 years.So i have before multiple visas [M] visas business. I am not resident in ethiopia but cause corona virus in madagascar and dubai they cant do visasMy question is can i have business visas from ethiopia right now.I check on IATA travel restriction embassy can make visas for business or trade purpose but not tourist [ L ] has below : [- Foreign nationals coming to the mainland of China for necessary economic, trade, scientific or technological activities or out of emergency humanitarian needs may apply for visas at Chinese embassies or consulates. - Entry by foreign nationals with visas issued after 28 March 2020 will not be affected.2. Dear, what I can get for you is the same with these information provided by IATA. Therefore, I think you need to confirm this with the embassy in Madagascar to see if you can meet the first requirement mentioned by IATA.
