About:Chinese Embassies and Consulates

Can I renew my Chinese visa here in the Philippine hence the current situation?

I was told by a friend that I won’t be able to get to renew my chinese visa here in the Philippines because the border is still closed. Is this true? I have a student visa and it expires on August.
