Hong Kong Citizen stuck in malaysia during MCO

I would like to know a hong kong citizen stuck in malaysia before MCO, is there any permit or document need to apply with malaysia immigration department first if there is announcement for international flight open.

The relative is staying in malaysia nearly six month. Hope to get your reply soon.
