Can a Singapore citizen accompany a minor Chinese citizen back to China?

My grand-daughter who is 4 years 8 months old at present, is a citizen of the People's Republic of China. She came to visit us in January 2020 and is "stuck" here since then. Her mother is a Singapore citizen working in Shanghai.
My grand-daughter wishes to return to Shanghai to attend school in September 2020. Can I accompany her to Shanghai?

As foreigners cannot enter China now, I'm afraid you can't accompany your grand-daughter to Shanghai.
