You can apply for a tourist visa through the Chinese embassy in Sri Lanka. The documents required include your passport, application form, recent photo, round-trip tickets, hotel bookings, an invitation letter from a duly authorized unit in China, and a bank statement showing you can afford the trip, USD 100 for one day.

No, a tourist visa usually is only valid for three months, so it will be too early for you to apply for it in Sri Lanka. Maybe you can try to do the application in Russia.
