Singapore PR Travel to China

Can a Singapore PR holding a Malaysian Passport travel to the 6 provinces of China under the current arrangement between China and Singapore? The person has not traveled to any other countries for the Covid 19 period and remained residing in Singapore. Thanks

I'm afraid not, the policy is applicable to Singaporean citizens.
