About:China Tourist Visa

Mother in hospital in Shanghai. Can I get a visa to go there now and if so how?

You can contact the Chinese consulate in Houston to see if this belongs to the emergent situation where you are eligible for an emergent visa. If yes, you can start the visa application there.
