About:Overstaying in China & Penalty

I am now overstay in China due to pandemic and we are stucked, our flight cancelled, and my country

Can we apply for a new visa while our L visa already expired, I am now with 2 kids here in China, how to do a new visa without exit the country

If your visa has already expired, you need to first pay the fine for overstaying in China at the local exit and entry administration, and then see if you can get a visa extension there.
