Can my husband apply for S2 visa outside the country, while on tourist visa?

I have a job offer and am in the process of getting a Z visa. My husband is in a different country, on tourist visa. Can he apply for his S2 visa from a country other than his own, while on tourist visa there? Is there a way to apply for S2 visa, without returning to his home country?

Well, I think the chance for him to get a visa from different country is not big.
