Is it possible for Koreans to use TWOV for can airport?

No. All passengers arriving from Korea will be quarantined for 14 days.

Update: TWOVs are suspended indefinitely from midnight March 28th. If you need to travel after this date you need to contact your local Chinese embassy or consulate for a transit visa.
