Q1 Visa application - Granddad has a HKPID with Home Return Permit

I would like to apply for a Q1 Visa with the intention to get a residence permit and live in Shenzhen with my granddad.

My granddad is a Hong Kong Permanent Residence with a Mainland Travel Permit for Hong Kong and Macao Residents (回鄉證), but he permanently resides in Shenzhen as he has property there. Is it possible for me to apply for a Q1 visa on this basis?

Thanks,

He should contact the National Immigration Administration office in Shenzhen to see whether that is a substitute for a Mainland ID Card, although it is possible that the NIA only accepts a "residence permit for Hong Kong/Macao Residents" (which is a Mainland ID lookalike with a similar 18-digit ID number). Although depending on where you are born you may qualify for a Home Return Permit yourself.
