Can I go home and get a new Z Visa even if my residence Visa is still valid?

Hi! For personal and professional reasons I resigned work with my current employer in China to go to a different city and work at a different school. My current employer is refusing to transfer my work permit due to not enough notice and also they are very upset with me and being uncooperative and generally just ignoring any attempts I've made to reconcile or mediate. They are refusing to cancel my work permit or provide a release letter to transfer employment.
It seems that my best option is to go home and start the process over again - get my z Visa and fly to my new city/employer. But I am unsure of if I can get a new work permit/residence visa while the other technically active. I'm trying to find a way to do all this without my previous employer. Can I do that?

Katie, as your residence permit is still valid, you can't get a new visa immediately. If you want to avoid contacting your current employer, you need to wait until your residence permit expires and then apply for a new Z visa.

Thank you for the information. Am I able to cancel my work permit/residence visa to start over?

Well, you can have a try, but I'm afraid you still need to get a release letter from your employer in order to cancel your residence permit.
