How to stick to visa requirements when China is in 'lockdown'

We have a team of 7 QA engineers currently working and living in Fuzhou, China on Business Visas. These visas are valid for either 1 or 2 years. They stay in China for 90 days and return to NZ for a month; then repeat this process. Part of the requirement of the visa when they are actually in Fuzhou is that they have to cross over a border into (say) HK get a stamp on their passport to return back to work, this can be done in one day and usually involves either a train or plane trip. With the controls in place this isn't possible AND our employees are naturally very nervous about exposing themselves on public transport. They are containing themselves as much as possible to avoid exposure to the general public (at least until the 10th of February when the factory reopens).

If they don't adhere to the policy the penalty is 5 years of not being able to work/return to China itself. Does anyone know if anything has been put in place for people in this situation?

Sharon, I advise you to contact the Exit and Entry Administration of Fuzhou to see if they can help with this, ie., to extend the engineers' stay duration or make some special applications after the lockdown is canceled.
