Visa transit 24 hours from T2 to T3?

Hello,
I need to transit in May, from T2 PEK Airport to T3. I have 9 hours.
Do you know of cases where the visa exemption was denied (I have a US passport?) I have read cases of really short transfers like mine being denied.

There are two separate things. Transit Without Visa (ie "visa exemption") and Temporary Entry Permit (to leave the airport). Transit without visa is unlikely to be denied if your itinerary qualifies. The entry permit is routinely denied on short connections when an air-side transfer is possible. If you need to go to another terminal, you will be given the entry permit, because what else could they to do with you?
