I'm Irish, living in Crete temporarily

Hello, I'm Irish, living in Crete temporarily ad want to travel from Athens to China for three weeks late April. I don't have residency in Crete - does that matter ? I don't pay taxes ( just rent ) and don't pay bills.
Can I still get my visa even though my home country is Ireland ?
