UK - Transit Pu dong - Philippines

I'll be travelling from UK with a stop-over in Pu Dong for 18hrs, before leaving to Philippines. Would I be able to get a free transit visa and leave the airport? I'm assuming I will be getting the 24hrs permit.

Also, would it be possible to get another transit visa within 2 weeks? My outbound from Philippines to UK also has a stop-over in Pu Dong of 18hrs.
