I am planning to travel to China in June

I have been told the entry Visa is very expensive £400 and I need to do a finger print .I am from Gibraltar, which is British, but not in England, so am told that I have to go to England to submit the Visa, which is going to become very expensive, with flights and accommodation.
Can I apply online .Thank you
