About:Shanghai 15-day Visa-free Policy for Cruise Tour Groups

I am flying from Barcelona to Shanghai on 3/14/20 arriving on 3/15/20.

I will have two day hotel stay in Shanghai then board a RCCL cruise ship for 18 days, many ports in Japan. I will return back to SH on 4/4/20 and fly home to the USA....do I qualify?

You might qualify for the 144 hour visa free transit but it depends on the exact itinerary.

It's back to back to back cruises....4 day, 7 day and 7 day. We will have a two day stay in Shanghai. We leave for a 4 day cruise to Japan. Return to Shanghai on the 21st (stay on ship) leave for 7 day cruise to Japan, return to Shanghai the 28th, (stay on ship) leave for 7 day cruise to Japan on the same day. Return to Shanghai on 4/4/20 and fly home. Do I qualify for the 144 hour visa?

You should apply for the 10 year multiple entry (L) Visa prior to your trip. Even if you stay on the boat the itinerary is not compliant.
Japan > Shanghai > Japan > Shanghai > Japan is not considered a transit.
