Visa transit free

Visa counter in the airport open 24 hours. Due to my arrival time will be at 7.25 pm.local time. And airline told me i have to claim my luggage upon arrival and wil check in the next day to the airline for depart flight to Denpasar Bali
My question. If the visa counter not open 24 hours. The imigration will allowed me to get out to claim my luggage and check in to the hotel near to airport for transit.
