Can I reapply for a tourist visa within China before the 30 days expires?

That is called a visa extension and it is at the discretion of the local National Immigration Administration office. They will review your itinerary and proof of residence (from when you check-in a hotel) as well as your ticket out of China. Do not leave it to the last day or you may overstay your current visa if your application is refused.
