I am flying from Toronto to Shanghai Feb 13,2020 and embarking on the MSC cruise ship feb 14th At Wusong Cruise Terminal. Does the 144 hour free visa applies?

Yes, you will be definitely eligible for 144 hour visa free transit, but your itinerary has to fulfill the following conditions:- Your flight from Toronto to Shanghai is not allowed to have any additional landing within mainland China- Your cruise is not allowed to have its first port of call, immediately after Shanghai, in mainland China.If those two conditions are fulfilled, you will be definitely eligible for 144 hour visa free transit in Shanghai area and you don't need any kind of visa.
