how can i change tourist visa to business visa

hello my friend is from russia she wants fo change her tourist visa to business visa in china or if she can do it in hongkong and what are the requirements for business visa
so how to change that visa and where to apply for changing visa and what are th requirements

It's possible to change the tourist visa to business visa. She can do it at the local exit and entry administration by submiting her passport, application form, photo, registration form of temporary accommodation, and an invitation letter from the related company.
