Questions 1 and 4 can be easily answered when you google "CVASC Singapore".

Questions 2 and 3 depends on the parents' citizenship when the child was born. If the child was born BEFORE the parent with Chinese nationality was naturalized (I am assuming the child with a blue travel document is already a Singaporean citizen when he was born) then the child also holds Chinese nationality and cannot be granted a visa until you renounce the child's Chinese nationality at the Chinese embassy. If your child was born AFTER the parent with Chinese nationality was naturalized then the child does not hold Chinese nationality and can travel with a Q visa.
