About:Shanghai 15-day Visa-free Policy for Cruise Tour Groups

Cruise from Shanghai with 1 night hotel prior to joining the cruise.

I have booked a cruise departing from SH on the 1st March 2020. we fly direct to SH from Heathrow landing on the 29/2/2020 with 1 night hotel in SH prior to joining the cruise on the 1/3/2020 sailing to Nagasaki Japan. do I need a visa or does the 144 hour rule apply.
no other ports in china are to be visited but we disembark in Honk Kong on the 14th March 2020 and fly back to Heathrow

Visa free transit will work for this itinerary.
Hong Kong has different rules. UK passport can stay 180 days without a visa

Your itinerary is perfectly eligible for 144 hour visa free transit and you don't need any kind of visa. You will just print out your cruise tickets and have that printout with you. It is highly advisable to have a confirmation of your booking accommodation in Shanghai in hard copy with you.

You will also declare at check-in in London that you will travel to Nagasaki (Japan) via Shanghai using 144 hour visa free transit. After a short check, you will be allowed to board the plane.

Upon arrival in Shanghai, you will approach 144 hour visa free transit counter where you will fill out the blue form where you will encounter several questions regarding your accommodation in Shanghai and for that reason I have mentioned that you print out this accommodation booking confirmation. Again, after a short inspection, you will get a sticker in your passport, everything for free and you will be allowed to exit the airport.

After you have exited the airport, you are free to spend your time in the way as you wish until departure of your ship toward Japan.
