She is eligible for 24 hour visa free transit if your entire transit time is not exceeding 24 hours. So, she doesn't need any kind of visa,

Anyway, to be allowed to exit the airport, she will have to apply for a temporary entry permit immediately upon landing in Beijing at 24 hour visa free transit counter. As you can see, 24 hour TWOV doesn't automatically imply that you are allowed to exit the airport. In reality, 24 hour TWOV is supposed to be a visa free transit where passengers wait for their onward flight within the transit zone, but the Chinese authorities have started to grant temporary entry permits to those with long layover, usually longer than 8 hours and with a printout of accommodation booking confirmation.

So, if you want to increase the chances to be granted a temporary entry permit, you are supposed to book an accommodation before your departure from Hong Kong and to have a printout of the confirmation with you. Beside the mentioned, you have to be aware that the final say about the issuing of the permit is upon discretion of immigration authorities on a day of your arrival in Beijing.
