Actually, you are looking for a temporary entry permit. OK, it is usually called as you say, but in reality they are two different things.

Your transit through China is covered by 24 hour visa free transit and if you want to exit the airport during your layover(s), you need a temporary entry permit.

Not to complicate further, you will apply for a temporary entry permit upon your landing in Beijing. You will do that by approaching 24 hour visa free transit counter and you will have to explain the reason why do you apply for this permit. Your answer will be a visit to the Great Wall and I quite confident that you will be granted a permit.

Anyway, to be practically certain about it, you are advised to book a tour through some of reliable websites that you will easily find by inserting "Beijing layover tours" in the search engine. When you present a confirmation of tour in hard copy, you are practically certain to be granted a temporary entry permit.
