Is the 24hr TWOV available at Shenzhen Bao An Airport?

Yes, but not for transits to Hong Kong or Macao.

Is it possible to pass through customs and collect baggage for the transit as I will be taking separate flights by different airline.

Yes, it is. You will have the printouts of your flight tickets and you will approach 24 hour visa free counter in Shenzhen upon your arrival. After a short inspection of your flight tickets, you will be granted a temporary entry permit to allow you to collect your luggage and to perform a recheck for your onward flight. Separate tickets were always perfectly allowed.
