About:China Visa

Can I apply for a VISA at any consulate in the US, or only in my residency area?

I'm a US citizen, but temporarily living in a state far away from my state of residency. There is a consulate much closer to where I am now, can I go to that consulate instead?

Generally they also accept utility bills as proof of residency so it may be helpful to present that over an out-of-state license.
