Actually, you are allowed to use 24 hour visa free transit if your itinerary is:
Europe - Beijing - Pyongyang
Your entire transit time in Beijing should not exceed for at least a minute more than 24 hours. Also, you will be perfectly allowed to collect your luggage and after that to perform a recheck for your flight to Pyongyang.
You will print out your flight tickets and you will especially take care about your flight from Beijing to Pyongyang, i.e. you will have to ask from the agency that you use for your visit to North Korea to supply you all the necessary documentation, the mentioned flight ticket in the first place, for the purposes of 24 hour visa free transit. Please, remember! This is 24 hour visa free transit and not 24 hour transit visa!
You will declare at check-in in Europe that you will travel to North Korea via Beijing using 24 hour visa free transit. After a short or longer check of your tickets, especially because you are traveling to North Korea, you will be allowed to board the plane.
Upon your arrival in Beijing, you will approach 24 hour visa free transit counter where you will apply for a temporary entry permit. This permit is what you are looking for an this permit will allow you to exit the airport, to collect your luggage and to perform a recheck for your flight to Pyongyang. You will be granted this permit, but have in mind that a possession of the printout of your flight ticket is essential.
