About:Policy for Foreigners with Immediate Family Living in China

Does foster care of a chinese child/children qualify for a family visa/residence permit ?

We have been taken care of 2 chinese children for several years in our chinese family home. This wasn't an official foster care but it had always been registered with the local PSB. After 15 years staying in China I am currently living abroad again because the L-Visa offered doesn't meet my needs. Do the latest immigration amendments change this unfortunate situation ?
