Since your layover is less than 24 hours long and your itinerary is definitely eligible, you are definitely eligible for 24 hour visa free transit and you don't need any kind of visa.

You will just print out your flight tickets and have those printouts with you. Also, you will declare at check-in in Manila that you will travel to New York via Shanghai using 24 hour visa free transit. After a short inspection, you will be allowed to board the plane.

The same thing is valid for your flight back from US to the Philippines.

You also need a hotel/Airbnb booking. You'll need a printout with you.
