About:Hainan 30-Day Visa-Free Access

Is visa require for free and easy trip from Singapore to Hainan?

I will be travelling to Hainan in Feb 2020 from Singapore to Haikou. Do I need to apply for visa through any of the local travel agency?

It all depends on your citizenship. If you are a Singaporean citizen, then you don't need any kind of visa because Singaporean citizens are eligible to enter, stay and travel within the entire China for a period of up to 15 days. If you intend to stay for a longer period than 15 days, then you will have to apply for a 30 day visa free access that I have described in the post below as an answer to the question posted by Ooi Thean Keat.

In case if you are not of Singaporean citizenship, but of some other eligible citizenship, you will have to apply for 30 day visa free access as described below.
