moroccan passport - needing CHINESE VISA

Hi I live in and am registered in Moscow I m studing here . Can I apply here for a Chinese visa here in Moscow? and i want to know if i need Bank certificate whit 3000 dollars in my accont to get the visa or not because i m juste a student . and i have my friend in china who will send to me the invitation .
