Hi , if i enter china via hanoi on 2nd of jan and i leave china on 17th of jan 10am flight from harbin airport. Do i need a visa ?

I heard from someone that the 15-day visa-free stay counts from the following day after your arrival, so your plan is ok and you don't need a visa. However, I still advise you to confirm this with the local immigration in Harbin before you leave to not offend the law of China.
