Applying for Chinese Visa for a Child

Hi,
We have a Child currently living in New Zealand but we are currently living in Australia. We are going to fly back the child to Australia as this we where we will be departing all together to China for a holiday. Would the child need to apply for the Visa in NZ? As the Australian immigration has advised that the child requires a grant number and show proof that the child is here in Australia which we can’t do. And 2, if the visa gets granted from NZ would that still allow the child to fly from NZ to Australia and then fly to China?... help please!!
