HKG - XIY - TPE - HKG

I live in hong Kong. Can i fly Hong kong - Xi'an with return- via Macau (or Taipei) to be eligible?

Yes, you can, but you should have a passport from 53 eligible countries. Both of your itineraries:

Hong Kong - Xi'an - Macau
Hong Kong - Xi'an - Taipei

Are eligible for 72 hour visa free transit in Xi'an. Of course, all the mentioned flights have to be nonstop.
