Hi, I’m an Irish citizen that is visiting in Vancouver, Canada. Can I apply for a Chinese visa from Canada if I am not a resident of Canada?

Normally you are expected to provide at least a study permit or a work permit. If you don't have any of those then it is up to the staff at the CVASC to accept the application.
