About:Tax Refund

Condition for using the policy

Hi,
The condition for using the policy, point 2 mentioned that the goods are not taken out of mainland china, what does it mean? Because isnt that the reason buying goods from china, and getting tax refund before leaving the country?

I mean, can i use the product in china before asking the refund? Or it needs to be sealed box from the shop?
