About:72-Hour Visa-Free Transit

Visa free transit in Beijing

Hello,
We are going to a wedding in Beijing but my US citizen kids don’t have a China visa. Our flight itinerary is SFO-HKG-PEK-SFO. Can they use the visa free transit policy for 144 hours in Beijing?

If those are the only stops then it is clearly fine. SFO-HKG-PEK-HKG-SFO wouldn't work, of course.
