Hi there, My Notification for Foreigners work permit is already expired. its only valid from July 9-October 9,2019. It says there 3 months only. Should i ask my first employer to provide me a cancellation certificate even if I did not work for them at all? What should I do next? because I was already hired by a new company again.

Yes, you had better do this. IF they don't cancel your work permit, the new employer may not be able to apply for a new work permit for you.
