Wilma, as Saul has already mentioned and you have confirmed, your itinerary is just fine and you are eligible for 144 hour visa free transit in Shanghai area. Your dates are also fine and when will you fly from Singapore to Amsterdam is not any more of Chinese authorities concern.
In reality, this is not a visa, but a visa free transit. There is no visa at all and consequently, there is nothing to pay for. This is all free of charge. You will just print out your tickets, have those printouts with you and you will declare in Amsterdam at check-in that you will travel to Singapore via Shanghai using 144 hour visa free transit.
Upon your arrival in Shanghai, you will approach 144 hour visa free transit counter where you will fill out a blue form and present your flight tickets to the authorities. After a short inspection, you will get a sticker in your passport and be allowed to exit the airport.
