Zofia, the simple answer is, yes. You are allowed to use both Shanghai airports within any kind of visa free transit. Anyway, I sincerely doubt that you will fly from Europe to Hongqiao airport because it does not have flights from/to Europe. Only Pudong (PVG) has flights from/to Europe. You have probably messed this up because sometimes an airlines and some other entities use an acronym SHA also for Shanghai as a city, although IATA code for Hongqiao is really SHA.
I would suggest you to present your flights here and we will be able to offer you a correct and reliable answer.
By the way, 72 hour visa free transit has been replaced in Shanghai by 144 hour visa free transit a couple of years ago. Today, Shanghai has 24 and 144 hour visa free transit schemes.
