Actually, it is your itinerary that is eligible for 24 hour visa free transit and you don't need any kind of visa.

Your itinerary:

NYC - Shanghai - Seoul

With 19 hour layover is eligible for visa free transit, but I assume that you are thinking about the exit from the airport. To be allowed to exit the airport in Shanghai, you will apply for a temporary entry permit at 24 hour visa free transit counter upon your landing. Since a temporary entry permit does not belong to passenger's rights, but depends entirely on immigration authorities discretion, you are advised to book an accommodation in advance, especially if your stop is during the night hours. You will bring the mentioned accommodation confirmation in hard copy, along with your e-tickets in hard copy too and the chances for a positive outcome will be really very good.

In the end, if you really want to be certain to be allowed to exit the airport, you are advised to obtain a visas in advance. In my opinion, this is too much hassle and expense for just 19 hours in one city. OK, now you know your options and you will bring your decisions.
