Currently, you can't get a Chinese visa from Bangkok if you don't have residence permit there.

Don't listen to the moran that says foreigners can't apply for a visa in Thailand, im currently in Thailand getting a visa with many other foreigners, you can and always could apply in Thailand as a foreigner
