About:240-hour Visa-free Transit in Shanghai, Zhejiang, and Jiangsu

Does HongKong count as second country?

Ie can I get a transit visa at Pudong Airport when I do have a ticket to fly to HongKong afterwards?

Yes, of course. If your itinerary is, for example:

Munich - Shanghai - Hong Kong

You are perfectly eligible for 144 hour visa free transit in Shanghai area. Please, just have in mind that you are not allowed to have any additional landing of any kind within mainland China if you want to enjoy this visa free scheme.

By the way, if your itinerary is as presented above, Hong Kong counts as a third country for visa free transit purposes in the same way as Taiwan and Macau.
