About:24-Hour Visa-Free Transit

how to obtain 24 hour Twov for Shanghai when arriving by cruise ship

We are cruising out of Yokohama on Celebrity Millennium with various stops in Japan before stopping in Shanghai. We then leave a Shanghai for a technical stop in Jeju South Korea. A mere two hour stop to appease immigration before continuing to Taiwan and eventually Hong Kong. I have concluded that we are in fact eligible for the 24 hr twov exemption. My question is what’s the process? Will we get a pre arrival form on our cruise ship? Or nothing until we arrive in Shanghai...as is typical the cruise line only follows the “its the passengers responsibility”....Can you shed any light on this please?...again arriving/leaving by cruise ship...not airliner.

You are definitely eligible for 24 hour visa free transit in Shanghai. Anyway, your main goal is not to stay on the ship visa free, but to explore the city. To be allowed to exit the ship and the cruise terminal, you will apply for a temporary entry permit. You are advised to have your cruise document (a ticket) where it will be visible that you are really in transit (Japan - Shanghai - South Korea) and you will fill out the yellow form that is an arrival/departure card that will be probably dispensed at the ship and the 24 hour TWOV form (in some cases, you will not get this form). You will exit the ship in direction of the cruise terminal where you will apply for temporary entry permit. This permit will be granted and you will be allowed to exit the terminal and to explore the city. You don't need any kind of visa to do this.
